Bar Mitzvah means 'son of commandment.' This means that the boy has entered the covenant relationship with God, and is now expected to keep the mitzvot.
The boy will wear a tefillin for the first time to remind him that God is always in his heart and on his mind.
He is regarded as oldenough to accept responsibility for his religious beliefs, he is responsbile for keeping the 613 mitzvoth.
Before he begins to read a section of the torah, the boy recites a special Bar Mitzvah prayer during which he promisesGod to 'keepThycommandments... and bear the responsilbility of mineactionstowardsThee.'
