  • Article 9 (B). Section 1. The Civil Service Commission
  • The Civil Service Commission - Composed of a Chairman and (2) Commissioners. A collegiate body to enhance its independence on the theory that it will be more resistant to political pressure or influence.
  • Qualification of members of Civil Service Commissions - Natural-born citizens of the Philippines, At least (35) years of age at the time of their appointment, A person with proven capacity for public administration. There must be a showing that they have been in the service as an effective public administrator, Must NOT have been a candidate for any elective position in the elections immediately preceding their appointment.
  • Appointment by the President with the consent of the Commission of Appointments for a term of (7) years without reappointment.
  • For the commissioners, first appointment is for (7) years, second appointment is for (5) years, and the third appointment is for (3) years without reappointment.
  • Civil Service - A professionalized body of men and women who have made government service a lifetime career.
  • Civil Service - A portion of public service that is governed by the merit principle in the selection of officers and employees.
  • The Civil Service Commission is responsible for enforcing merit system laws, setting policies and plans for the Civil Service, managing civil service exams, approving appointments, auditing personnel programs of government offices, resolving administrative disciplinary cases, and performing other duties related to central personnel management.
