  • Article 9 (C). Section 1. The Commission on Elections
  • Commission on Elections - Composed on (1) chairman and (6) commissioners. The importance of the commission is the possession of qualities of integrity, moral character, and independence of mind by its members.
  • Qualification of members of Commission on Elections - Natural-born citizens of the Philippines, At least (35) years of age at the time of their appointment, At least a bachelor’s degree holder, Must NOT have been a candidate for any elective position in the immediately preceding elections, The constitution requires the majority of the members including the Chairman to be a member of the Philippine Bar and a law practitioner for at least (10) years.
  • The Chairman and the Commissioners on Commission on Elections are appointed by the President with the consent of the Commission on Appointments for a term of (7) years without reappointment. For the Commissioners, (3) shall hold office for (7) years, (2) for (5) years, and the last member for (3) years without reappointment.
  • The Commission on Elections is tasked with enforcing election laws, including managing voter lists, canvassing results, and handling plebiscites and recalls; resolving election contests; registering political parties to meet current needs; and recommending improvements to election laws such as limiting overspending, ensuring equal exposure for candidates, and regulating campaign materials.
