    eisenhower presented proposal as attempt to stop nuclear arsenals being investigated by other powers. step closer to disarmament. suggested each plane= representative of inspecting nation

    eisenhower proposed reunified Gn, free elections and Gn freedom to ensure own security, so becomes part of NATO. Khrush only contemplated reunified Gn if its demilitarised and neutral
