  • Spending on black education tripled in the 1980's.
• Power Sharing:

  • The white population in proportion to other racial groups was declining: 1936: 21%; 1980: 16%.
  • No representative for 20.5 million black people
  • 178 white: 85 coloured: 45 Indians.
