  • poverty- black people often lived in cramped and poor quality houses
  • education- schools were run down and poorly equipped
  • government discrimination- officials done little to tackle ghettos
  • police discrimination- were a police officers would shoot or be violent against a black person

  • it said that riots were caused by poor ghetto conditions
  • white officials need to do more to solve problems in the black community
