Greer and Reiner suggest this backwards law is created in several ways;
Over - representing and exaggerating sex, drug and violent crimes
Portraying property crime as more serious and violent than most recorded offences
Exaggerating the risk of becoming a victim
Over-exaggerating police effectiveness
Emphasising individual incidents of crime instead of providing understanding of crime patterns
