Republic Act No. 4226, known as the Hospital Licensure Act of 1965, mandated the DOHBureauofMedicalServices, now called the Health Facilities and ServicesRegulatory Bureau (HFSRB).
Adopt a system of classifying hospitals, taking into account their service capacities and compliance with standards for human resources, equipment, construction and physical facilities.
UPDATED CLASSIFICATION OF HOSPITALS
Accordingtoownership (government or private)
Scopeofservices (general hospital or specialty hospital)
And functional capacity such as
Level 1 (non-departmentalizedgeneralhospital)
Level 2 (departmentalizedhospital)
Level 3 (teaching and traininghospital)
It also defined a specialty hospital as a hospital that specializes in a particular disease or condition,
e.g. PhilippineOrthopedicHospital, National Center for Mental Health; a particular organ or groups of organs,
e.g. Lung Center of the Philippines, PhilippineHeartCenter, National Kidney and Transplant Institute; and particular groups of patients,
e.g. PhilippineChildren’sMedicalCenter, Dr Jose Fabella Memorial Hospital.

To simplify the licensing systems and processes, and make the regulatory scheme more effective and efficient, procedural guidelines were set.
These include the applicationprocesses for certificateofneed (CON),
Permitto construct andLTO, including their renewal and validity.
Procedures for inspection and monitoring of hospitals, investigation of charges and complaints, penalties for violations and manner of appeal are also included.
