  • In addition to the restrictions on Poland after 1864, similar measures were imposed on Ukraine by both Alexander II and Alexander III.
  • Both Poland and Ukraine were viewed with suspicion by the tsarist government as the nationalist movements in these regions were quite powerful.
  • Finland had been allowed greater freedoms under Alexander II including the use of Finnish in government.
  • Under Alexander III, disadvantageous trade tariffs were imposed on Finland.
  • Furthermore, Russian officials and the Russian language were increasingly imposed on the Finnish government.
  • The Armenian language was suppressed.
