    2. France sent 20,000 troops to occupy Fez
    3. Germany's Kaiser accused France of invading Morocco and sent a warship to Agadir as a show of strength
    4. Britain prepared for war, but a series of meetings between the countries prevented war from breaking out, though tensions remained high
