• Closely linked to the the main council, enjoyed similar administrative and judicial power to enable the law to be enforced swiftly and efficiently and was subordinate to the king
• Unlike other monarchs, Henry required his council in London to keep a close watch on the activities of the council
• Also, Henry made sure key members of the council were appointed by him rather than by his lieutenants
