  • 90% of peasant land was still in traditional strips by 1914 and peasants remained highly traditional in their farming methods.
  • Only 1.3 million of the 5 million applications in 1913 to have land under hereditary tenure had been processed.
  • Only 10% of land had moved from communal to private ownership by 1914.
  • Nobles did not want to give up land.
    • This as well as difficulties in dividing common land led to delays and long legal battles.
  • Less than 1% of peasants became kulaks.
    • Many of the rest were forced off their land and set out looking for work often in industrial areas.
    • This group were often embittered against the Tsarist regime.
