  • Mental Health
    A positive state in which one is responsible, displays self-awareness, is self-directive, is reasonably worry free, and can cope with usual daily tensions
  • The Philippines has a National Mental Health Policy (Administrative Order # 8 s.2001) signed by then Secretary of Health Manuel M. Dayrit
  • DOH bed capacity for mental disorders is 5465. Of these 4200 beds are in the NCR (at the National Center for Mental Health). The rest of the country share the remaining 1265 beds, CAR – 40 beds, Region 2 – 200 beds, Region 3 – 500 beds, Region 11 – 200 beds. Regions 1,4,10,12, CARAGA and ARMM do not have mental health services
  • The WHO called for a timely global action to attend to the crisis in mental health. The year 2001 has been dedicated to mental health "in recognition of the burden that mental and brain disorders pose on people and families affected by them and with the aim to highlight the important advances made by researchers and clinicians in reducing suffering and accompanying disability"
  • WHO
    World Health Organization. It is a specialized agency of the United Nations responsible for international public health. The WHO Constitution states its main objective as "the attainment by all peoples of the highest possible level of health"
  • AIMS
    Assessment Instrument for Mental Health Systems. It was used to collect information on the mental health system in the Philippines
  • There is no mental health legislation and the laws that govern the provision of mental health services are contained in various parts of promulgated laws such as Penal Code, Magna Carta for Disabled Person, Family Code, and the Dangerous Drug Act, etc.
  • The country spends about 5% of the total health budget on mental health and substantial portions of it are spent on the operation and maintenance of mental hospitals
  • Psychotropic Medications
    Any drug that affects behavior, mood, thoughts, or perception. It's an umbrella term for a lot of different drugs, including prescription drugs and commonly misused drugs. We'll focus on prescription psychotropics and their uses here
  • Magna Carta for Disabled Person
    An act providing for the rehabilitation, self-development and self-reliance of disabled persons and their integration into the mainstream of society and for other purposes
  • Antipsychotic
    Work by altering brain chemistry to help reduce psychotic symptoms like hallucinations, delusions and disordered thinking
  • Antidepressant
    Medications that can help relieve symptoms of depression, social anxiety disorder, anxiety disorders, seasonal affective disorder
  • The Philippines has a Commission on Human Rights, a constitutional body tasked to, "provide appropriate legal measures for the protection of human rights of all persons within the Philippines, as well as Filipinos residing abroad, and provide for preventive measure and legal aid services to the underprivileged whose human rights have been violated or need protection"
  • Outpatient Facilities
    Non-residential treatment, in which the patient spends structured time in treatment during the day or evening and returns home each night
  • Day Treatment Facilities
    Involve 6 or more hours of treatment per day, for up to 7 days per week. Highly structured and supervised, PHPs provide the most intensive level of non-residential care, and are often beneficial for patients reintegrating into their lives after an inpatient stay. PHPs typically last around 30 days before the patient transitions to a more flexible level of care
  • Schizophrenia
    A serious mental disorder in which people interpret reality abnormally.
  • Mood Disorders
    A mental health problem that primarily affects a person's emotional state. It is a disorder in which a person experiences long periods of extreme happiness, extreme sadness, or both
  • The Philippines has recently passed its first Mental Health Act (Republic Act no. 11036) to establish access to comprehensive and integrated mental health services, while protecting the rights of people with mental disorders and their family members
  • The new Mental Health Act would provide mental health services down to the barangays, integrate psychiatric, psychosocial, and neurologic services in regional, provincial, and tertiary hospitals, improve the country's mental health care facilities, and promote mental health education in schools and workplaces
  • The RA 11036 highlighted the roles of different government and public sectors to fully implement its measures, with the Department of Health collaborating with educational institutions to incorporate mental health in the school curricula and schools and workplaces developing mental health programs and services
  • The Mental Health Gap Action Programme (mhGAP) was launched by the World Health Organization in 2008 to address the lack of care for people suffering from mental, neurological and substance use disorders, especially in low or middle-income countries
