Al Bashir

• Al Bashir was the president of the Republic of Sudan from 1989 to 2019
• Has been issued with 2 arrest warrants for 5 counts of crimes against humanity: murder, extermination, forcible transfer, torture, rape and 2 counts of war crimes: intentionally directing attacks against a civilian population and pillaging
• Is currently detained in Sudan as has not been handed over to the ICC and the ICC does not try individuals unless they are present in court
• He was issued with a travel ban yet still made diplomatic visits to various countries, none of which decided to hand him over to the ICC
• First arrest warrant was issued in 2009 and second was issued in 2010
• 21 Feb 2003 to present = Darfur genocide due to ongoing war in Sudan
• Realist - IGOs have no ability to influence or change global anarchy and that IGOs are useless compared to states
• ICC relies on states to hand over those which they have issued an arrest warrant against
• Al Bashir is protected by his state and other African states who do not want to be seen as betraying their fellow Africans
