• George Canning was PM from 1827-1828
• invited 4 Whigs to Cabinet - he was presented as liberal minded and flexible
• previously a successful foreign secretary
• the way he paraded his success gave him enemies
• people thought he was snobby because he was a son of an actress
• Duke of Wellington, Peel and nearly half of the Tory Cabinet refused to serve under him
• was not able to reform the corn laws
• George IV insisted the problem of Catholic emancipation must remain open
