Mission of Citizen Armed Force
To provide the base expansion of the AFP in the event of war, invasion or rebellion
To assist in relief and rescue during disasters or calamities, socioeconomics development, and in the operation and maintenance of essential government or private utilities in the furtherance of overall mission
Categories of Citizen Soldier
First Category - ages 18 to 35 yrs. old
Second Category - ages 36 to 51 yrs. old
Third Category - above 51 yrs. Old
Classification of Reserve Force Units
Ready Reserve - composed of Citizen Soldiers belonging mostly to the first category reserve
StandbyReserve - composed of Citizen Soldiers belonging mostly to the second and third category reserve
Retired Reserve - composed of Citizen soldiers who have qualified for retirement through length of service, old age, or disability
Utilization of Reserve Force
Mobilization - utilization of the reserve force in times of emergency to meet threats to national security
FullMobilization - shall be through the joint act of the Congress and the President. All units of RR and SR will be activated
PartialMobilization - only the units of the RR as a necessary to meet the threat will be activated
SelectiveMobilization - shall be by the authority of the President, only selected units of the RR of the localities involved are activated
StatusofReservistUnderMobilization - when CAD shall receive all the pay and allowances, medical care, hospitalization, privileges, and benefits prescribed by law
MobilizationCenter - shall be established in each province as many mobilization centers as needed
Demobilization - the President shall order the demobilization
Art. XVI, Sec 4 1987 Constitution - provides that the AFP shall be composed of a CitizenArmedForce will shall undergo militarytraining and serve as may be provided by law
National Defense Act of 1935 - Commonwealth Act No. 1 - Provides that during national emergencies, the government has the right to mobilize its citizens and resources, either public/private as may deemed necessary for national defense
Art. II, Sec 2 RA 7077 - It is the policy of the State to maintain its adequate and actual needs for the Security of the State but which can be rapidly expanded by the well-disciplined Citizen Armed Force in the event of war, invasion or rebellion

The defense of the country by the AFP is mandated by the Constitution. It specifically states that "The AFP is the protector of the people and state". The role of the defense establishment as stated in the Revised Administrative Codeof1987 Subtitled Chapter1, Sec15 is "to guard the country against external and internal threats to national peace and security, provide support for social and economic development"

Air DefenseāØ
All measures are designed to nullify and reduce the effectiveness of the attack by hostile aircraft, anti-aircraft artillery, Electronic Counter Measures and surface to air weapons. Provide tactical early warning of hostile air activity. In the Philippines, detection is done thru PAF's two (2) operating radar stations, one located at SanFernando, LaUnion and the other at Lubang, OccidentalMindoro and the joint use of AirTransportationOffice'sradarfacilities covering 80% for the country
Phases of Air Defense Operations
Detections - The primary responsibility of the Air Defense Direction Center or radar sites
Identification - Is done by the Air Defense Control Center at Air Defense Command through flight plan correlations with Air Transportation Office (ATO)
Interception - If an unknown aircraft cannot be identified within two minutes, the air defense commander will order the scramble of fighters interception
Destruction - If found hostile then the interceptor will initiate destruction or neutralization upon order by the proper authority
