  • The PM should be able to appoint cabinet ministers they trust to run departments of Parliaments that are responsible for. If the PM cannot trust most of their cabinet, Parliament would be much less efficient

  • Collective responsibility means that it may be beneficial to appoint some opposing ministers in the cabinet as they cannot always speak out when they want to without consequence

  • Theresa May appointed Boris Johnson to prevent him from being rebellious as he wasn't as disciplined as she hoped when he was on the backbenches
  • The PM chairs cabinet meetings and controls what information is presented. They can keep cabinet in line by threatening them with a reshuffle but also promote those who share their own views. It can backfire as they may be seen as incompetent or ministers can refuse to change posts
