  • Local Government Code of 1991
    Republic Act No. 7160, a law enacted by the Philippine Congress that outlines the system of local governance in the Philippines. It was signed into law on October 10, 1991, and took effect on January 1, 1992. The Code serves as the fundamental law governing the organization, structure, powers, and functions of local government units (LGUs) in the country.

  • Gender Mainstreaming
    The Code encourages in local development planning and implementation.   • Women’s Empowerment and Development
    The Code empowers LGUs to implement programs and initiatives that promote women’s empowerment and development. This includes initiatives to support women’s economic empowerment, access to education and healthcare, protection against gender-based violence, and participation in decision- making processes at the local level.
  • Barangay Level Initiatives
    At the barangay (village) level, the Code encourages the establishment of Barangay Violence Against Women (VAW) Desks. These desks serve as frontline mechanisms for responding to cases of violence against women and providing support services to survivors. They play a crucial role in raising awareness about gender-based violence and promoting women’s rights and welfare at the grassroots level.

    The Code supports capacity-building initiatives for LGU officials and personnel on gender equality and women’s rights. It encourages LGUs to provide training programs, workshops, and seminars to enhance understanding and awareness of gender issues and build the skills and competencies necessary to mainstream gender in local governance.

    The Code mandates the reservation of seats for women in local legislative bodies.
