• main function was to maintain the kings revenue+to exploit his prerogative rights
• made the system of bonds+recognisances work effectively, thus helping to ensure loyalty+raise finance
• not a recognised court of law+there was no right of appeal against it
• the council was important in maintaining H7's authority as well as raising finance
• Brays associate in council learned was sir Richard Empson. after Brays death in 1503, Empson was joined by Edmund Dudley. ruthless at estracting money from the kings subjects making them unpopular.
