      Covid vaccines used to improve diplomatic relations, while the West focused on vaccinating their own populations some emerging powers harnessed the vaccines to increase their international influence - China incorporated it in its BRI framework using African summits to offer vaccines along with investment opportunities

      Term coined by Joseph Nye, key feature of Obama administration - 2009 Cairo speech he focused on the benefits of Islamic culture and emphasised the need for cooperation and co-existence - break from Bush empathising hard power through war on terror - but he acknowledged that the West had been antagonistic in the past and demonstration of cultural understanding - but also showed clear willingness to use hard power where necessary as he stated US wouldn't tolerate extremist threats and he used drone strikes

      Realists illustrating the concept of power within international system - US offered North Korea the carrot of energy and food aid and the stick of economic sanctions in relation to its testing of nuclear weapons - can have carrot (reward) if it stops testing but will face stick (punishment) if it continues with nuclear programme

      • The EU has adopted 10 packages of sanctions against Russia and Belarus since the Ukraine invasion; 70% of assets of the Russian banking system are under sanctions and around €20 billion of assets of more than 1,500 sanctioned persons and entities have been frozen

      • In 2017, Japan had the fifth largest diplomatic network in the world (5th soft power). Anime, manga and Japanese films are considered to be soft power.
    • Mao Huibin (Chinese journalist) was arrested after publishing articles about the 2022 Tangshan assault, demonstrating China's lack of democratic values despite calling itself a democracy
    • 2023 US and South Korea conducted joint amphibious landing drills

      North Korea responded by launching a new ICBM and conducted drills simulating a tactical nuclear counterattack, demonstrating a security dilemma developing because of a rogue state's uncooperative nature
    • As China's economic power has increased it has been building up its military capability: 2009 military spending was $70 billion, 2021 military spending was $293 billion
    • China may have increased military ability but it has not been able to assert its legal claims over the South China Sea or establish military superiority in the region (or assert its influence in Taiwan), US bases in Japan, South Korea, Guam, Philippines, Australia and the Malacca Straits effectively encircle China
