• How does it vary from culture to culture?

  Some people believe it isn't necessary to be illegal whereas others do.

  In some cultures, cannabis isn't a concern because the rate of usage is low.
• Why did the law on Cannabis change?

  Due to crime rates increasing so it has to be criminalised.

  Due to public concern as people see it as a major problem.

  Government saw cannabis used alot recreationally and decided to combat this with a new law.
