  • re-establishment of the 'order of the garter': order of knighthood. Created 37 knights of the garter which was seen as prestigious honour

  • abandoned rewarding nobles through granting land: created overmighty subjects and diminished the wealth of the crown

  • Henry needed help and support to lead, gather close friends as had grown up in Brittany
  • wars of the Roses had killed many of the nobility
