  • From the ancient time there is some practice for pre-estimation of cost of project before the start of the project
  • At different places different type of practices prevailing for the estimation of the proposed project also the have the different unit of measurement like yard, gaj, feet, span of hand, length of stride, meter for the calculations on material requirements
  • Due to this the estimation cost varies place to place
  • Also, the market cost of labour, material and machine is different for various geographical location in the country
  • This situation creates the discrepancy and disbalance the financial stability of payment condition
  • After the independence in India, there was an increased focus on infrastructure development and construction projects
  • At that time the need of uniformity in estimation and rates increase
  • Government agencies like the Central Public Works Department (CPWD) played a crucial role in developing standardized methods for cost estimation
  • CPWD first time publish the Plinth area rate for the standardization in preliminary estimation

  • Plinth area
    The built-up covered areas measured at the floor level of the basement or any storey. In simpler terms is the actual foot print of a building
  • In the case of multistoried buildings, the built-up area is multiplied by no. of floors to work out plinth area
  • Total Plinth Area is sum of Plinth area at all floors of the building
  • CPWD PAR 2023
    • Released on 12.07.2023 and became effective from 01.08.2023
    • There is provision for Civil works and Specialized E&M works
    • There are 06 Heads and 57 Sub-heads in total
    • There are 5 Annexures in addition to rates for various specifications
    • The latest edition contains guidelines for Civil and Electrical works through EPC mode
    • The basic rates are taken from PAR 2021 along with cost index and GST as 18%
    • There is provision of consultancy services @1% of Total Cost of project
    • It is a self-explaining document that contains guideline specification of works included
    • Ambiguity and discrepancies from earlier versions have been attended in the latest version
