    A common reference framework that enables comparison of educational qualifications across ASEAN Member States (AMS). One of its objectives is to encourage the development of qualifications that can facilitate lifelong learning.

  • E.O. No. 266 was issued by former President Fidel V. Ramos on July 15, 1995 to institutionalize the Continuing Professional Education (CPE) Programs of the Various Professional Regulatory Boards (PRBs) under the supervision of the Professional Regulation Commission (PRC)
  • The Philippine government has required all Filipino professionals to undergo CPE programs in anticipation of the stiff competition in the global professional labor market as a result of The General Agreement on Trade in Services (GATS) treaty by World Trade Organization (WTO)
  • E.O. No. 266 was implemented through A.O. No. 266 entitled "Standard Guidelines and Procedures for the implementation of Continuing Professional Education (CPE) Programs for All Profession" which took effect on November 13, 1995
  • A.O. No. 266 required the completion of 60 CPE Units as a condition of license renewal, which was later repealed by the PRC Modernization Act of 2000 (RA 8981)
  • On December 05, 2000, PRC issued Resolution No. 179 to establish a voluntary CPE program for professionals
  • PRC Resolution 2008-466 declared the moral obligation of professionals to obtain CPE units, which was later repealed by PRC Resolution 2013-774 that revised the CPE/CPD Guidelines to CPD Guidelines
  • RA 10912 was passed into law and took effect on August 16, 2016

  • RA 10912 strengthened the mandate of CPD programs for all regulated professions and created CPD Councils for each profession
  • RA 10912 seeks to formulate and implement CPD Programs

    • To enhance and upgrade the competencies and qualifications of professionals for the practice of their professions pursuant to the Philippine Qualifications Framework (PQRF), the AQRF, and the ASEAN Mutual Recognition Agreements (MRAs)
    • To ensure the maintenance of competencies and qualifications of professionals
    • To ensure the development of quality-assured mechanisms for the validation, accreditation, and recognition of formal, non-formal, and informal learning outcomes, including professional work experiences and prior learning
    • To ensure maintenance of core competencies and development of advanced and new competencies in order to respond to national, regional, and international labor market needs
    • To recognize and ensure the contributions of professionals in uplifting the general welfare, economic growth, and development of the nation
  • The overarching goal of CPD program

    The promotion of the general welfare and interests of the public in the course of delivering professional services
  • The CPD Process

    • Each profession has its own CPD Council which is composed of: a member from the PRB as chair, President/Officer of an Accredited Professional Org (APO) as first member, President/Officer of National Org. of deans/ Department chairpersons of schools, colleges, or universities offering the course requiring the licensure examination as second member
    • The CPD providers need to apply their respective programs to the CPD Council at least days before the conduct of the CPD activity. The council will then evaluate and designate the number of units to be assigned to the activity
    • The current list of CPD Providers for medical technologists
  • CPD is a mandatory requirement in the renewal of the Professional Identification Card (PIC)

    All are covered even professionals working abroad and senior citizens
  • 45 units is required for 3 years (duration of PIC renewal) / 15 units per year
  • Required Number of Units during the Transition Period

    • January to June 2017: 30%
    • July to December 2017: 60%
    • 2018: 100%
    • 2019 onwards: 100%
  • CPD Activities

    Consists of structured/unstructured activities with definite learning outcomes such as seminar, training, workshop
  • Any excess from the required CPD units cannot be carried over for the next year EXCEPT Masters and Doctorate degree
  • Affidavit of Undertaking

    Filed by a professional who cannot complete the required number of units during PIC renewal. The Shortfall in the required number of CPD units will be added to their next renewal.
  • If a professional attended a training/seminar that was not organized by a CPD provider, they can apply the said training to the CPD council. The council will convert such activities to CPD credit units and the professional will be entitled to a Certificate of Credit Units earned. The evaluation period is 60 days.
