  Napoleon had to keep winning short, decisive campaigns he couldn’t afford to pay for his armies or match the economic might of his opponents. When he won he made it an official policy to extract millions of francs from his opponents to pay for the war which they had lost. By 1805 15% of his income was made from defeated opponents
