    Before the French Revolutionary Wars, monarchs did not really care about public opinion. Their armies followed the orders of their king and carried out his wishes, not the wishes of the people nor the nation. This changed during the French Revolutionary Wars as propaganda emerged as vital to help mobilise the French population and preserve the ideals of the Revolution. During this time the public were bombarded with pamphlets, songs, posters, etc… In 1794 alone, political commissars delivered 7.5 million pamphlets and over 100 000 Republican songbooks
