How democratic is the UK?

  • The House of Lords IS democratic
    • House of Lords keeps government accountable by scrutinising legislation.
    • Far fewer hereditary peers after Blair's era, more life peers. These members have expertise in a certain area and are there because they are experts in their fields.
    • Independent from government and will delay proposals, even if popular with Commons (eg Social Care Bill 2012).
    • Lord's have to adhere to Salisbury Convention (they cannot block/delay bills that were in party manifesto).
    • Lords have more time and expertise to scrutinise legislation.
  • House of Lords is UNDEMOCRATIC
    • Lords are unelected; never face relection; are appointed by PM; very limited accountability.
    • Even though they are not elected, they get to second read the bills passed by Parliament.
    • Often elite members of society - not representative of the majority of the population.
    • Costs are substantial as Lord's can claim expenses and allowances, yet remain unelected by the people.
    • Biggest two parties still dominate.
