  • Unfunded Mandates: A federal law that requires a state to do something without providing the money to do it.
    Ex: Endangered Species Act
  • Grants: A sum of money given to an individual or organisation to carry out a specific project.
  • Block Grant: allows states to spend money on projects how they want with little federal oversight.
  • Mandatory Spending: The federal government must spend a certain amount of money each year on programs that are not negotiated or voted on by Congress.
