    .In 1911 law and order broke down in Morocco.There were riots+ the Sultan was besieged in his place. .The French sent in soldiers to protect foreigners from attack but had plans to take over the country entirely- promised Germany money for this. .Kaiser Wilhelm II responded by sending in a gunboat called the Panther to Agadir then replaced by another bigger gunboat
