Provisional government

• what was the problem with the provisional government

  had no legal authority to rule as they weren't legitimate, were inexperienced and out of touch
• made up of middle class politicians who had no idea of what working classes and peasants wanted
• The Petrograd Soviets had greater power than them
• problems faced by the PG:

  • were a temporary government so had no legal authority
  • the war was still ongoing and were dependent on war loans
  • peasants wanted land reforms
  • poor economy
• the provisions committee of the duma formed itself into a provisional government containing the most important Kadet and octobrists leader
• • on its first day they laid down an 8-point programme
  • this included a complete release of all political prisoners, total political and religious freedom and the promise of elections to a voted assembly
  • Polands right to independence was recognised
  • capital punishment wa abolished even in the armed forces
