      A decline in employment prospects has led to a lack of opportunity, so Cornwall's young, well-qualified population leaves - causing a 'brain drain'. In 2011, Cornwall had England's lowest full-time average annual earnings of £25,155. Its problem is therefore how to build a higher-income economy that will provide year-round employment. At the same time, it has to bear the cost of derelict land from centuries of mining and quarrying.
