  • Protection: involves environmental control, like cloud seeding. could also develop new water sources. large dams and water transfers.
  • Mitigation: form of crisis management, distribution of disaster aid and food aid.
  • Adaptation: community preparedness, predictions, forecasts, warnings, land use planning.
