  • voters have first and second choice
  • if candidate receives 50% after 1st choice counted = elected
  • if no candidate receives 50% after 1st choice counted = second round of counting
  • all but top two parties knocked out
  • 2nd choice added to first
  • one will achieve the majority of 1st and 2nd choice votes
