  • Informal Law Making Process

    Before initiating the formal process, a minister may wish to draft ideas and publish them in a consultation website allowing groups like pressure groups to share their ideas. This is designed to prevent 'knee-jerk' reactions.They are initially published as a Green paper, which allows for comments surrounding the bill. It is followed by a white paper in which shows the firm proposals, usually with the added alterations made apparent in the Green paper phase.
  • Private Members Bill
    This is one method of legislation being initiated in Parliament. This is by backbenchers in the commons or Lords who can introduce their bill by either:-Ballot: 20 members are selected on a Friday to discuss their bills-10 minute rule: An MP can make a speech of up to 10 minutes
    To be successful they usually require the support of the government so many are unsuccessful. A recent example of a successful bill was the Stalking Protection Act 2019.
  • Public Bils
    Government bills, by far the majority introduced to Parliament each year
    • Involve matters of public which will affect the country or a large section of it
    • Introduced as a result of manifesto policies by the current government prior to the election
    • Consultation with interested parties is often important when drafting the paper as without it government is suspectible ti rushing legislation without knowing how it works (Dangerous Dogs Act 1991)
