The names and policies of Chancellor Rab Butler who was on the left side of the Conservatives and Hugh Gaitskell from the right of the Labour party. Consistency of policies pursued by the previous Labour government included increased borrowing allowing government expenditure on health, education, and housing. This remained consistent under Macmillan's leadership as successive chancellors attempted to avoid high inflation / deflation. There was increased spending on the Welfare State with GPD rising from 16.1% (1951) to 19.3% (1964).
