• Weimar government weaknesses

  • Voting system was proportional representation which meant no-one could win majority
  • Frequent changes of government, 9 elections between 1923 and 1932 which meant 2 elections each year
  • After 1930 Hindenburg appointed chancellors who didn't run biggest political party and let them rule using article 48
  • During crisis presidents allowed to rule using article 48
  • Coalition government, direct proportion used for Reichstag seats made it difficult for 1 party to have the majority
