If we plot IQ on a normal distribution, most people will be around the average (mean) with some at either extreme (above or below).

What is regarded as rare depends on normal distribution. A normal distribution curve can be drawn to show what proportion of people share the behaviour in question.
Any individuals who fall outside the normal distributions are perceived as being abnormal.
