    • Characteristics : Drafted by Government Ministers and then approved by the King and Privy Council. They can be used in emergency situations under the Emergency Powers Act 1920.

  • By-Laws -
    • Made by : Local Authorities or Public Corporations
    • Effect : Local effect
    • Characteristics : Local by-laws cover matters of local concern e.g. dog fouling. Public corporation by-laws cover matters that effect the public using their services e.g. smoking on trains. The relevant government departments must approve by-laws to be enforceable.
