• Advantage 1) Saves time and money for Parliament :

  Parliament does not have time to debate every small detail of complex regulations. Making such regulations through delegated legislation saves a lot of valuable time. This therefore allows Parliament to concentrate on broader issues rather than getting bogged down in detail.
• Advantage 2) Allows for technical and local expertise :

  Parliament may not have the necessary technical expertise or knowledge required to pass a law. It is impossible to expect MPs to have all the necessary knowledge to draw up laws controlling technology, environmental safety, complex taxation issues etc. So it is better for Parliament to debate the main issues and leave the detail to experts.
• Advantage 3) More thorough consultation :

  Ministers can have the benefit of further consultation before regulations are drawn up. Consultation is important, particularly for technical matters where it is necessary to make sure that the regulations are technically workable.
• Advantage 4) Controls :

  There are a range of controls which keep a check on delegated legislation being made. The Enabling Act allows Parliament to set limits on any delegated powers. This is therefore upholding Parliamentary sovereignty.
