This is because if offenders failed to rehabilitate themselves and continue to commit crime level of social control will never be achieved. • Finance also becomes limitation to probation in achieving social control. This is due to the funding being limited across agencies with budget and staff being cut over the years from this there will not be an adequate amount of support for those who need it when on licence or community payback
• Access to resources and supporting prisons are limitation as we short sentences there is not enough time for a prisoner again any training or suitable access to education or drug programs from this there is a lack of support to help individuals avoid crime in future situations
• A limitation of support is also due to lack of resources for training. This was stated in the 2018 report on prisons by the chief inspector. He found that 50% of prisons were failing to provide inmates with useful and meaningful activity each day from this they were being locked up most of the day with no sign of socialisation or outdoor activity which they are entitled to by human rights legislation.
• However there is also lack of support of resources outside the prisons this is because when offenders are released from prison only a quarter of them have a job to go to from this lack of them struggle to survive on the outside world which makes them more prone to crime again. • Repeat offenders can also have a limitation on achieving social control for the CPS as overtime. They become well known to a CPS which leads their investigation to be subjective. This is because even though their previous behaviour may not relate to the current crime they may use that information and knowledge when investigating a case using the full test overall there is a failure to produce successful prosecution at test to prosecute can be hard to follow times
• Overall limitation for the CPS achieving social control is that the CPS cannot control their social factors that cause offending
• Civil liberties become a limitation for the judiciary to achieve social control. This is because some of the legal barriers limit the control as a justice system focuses on uphold the civil liberties of offenders potential suspects. From this it is favoured from the due process model.
• Limitation of legal barriers and civil liberties for judiciary is that there are too many barriers and justice can become delayed. This is because there are too many procedures which have followed in the due process model hence why it is described as an obstacle course that is also a limit of social control as a due restricted from departing foreign nationals who have criminal records Eg deportation of terroists.
• There are of all difficulties with balance in the civil liberties with the judiciary. This is because their restrictions to departing them even though they are risk to nation security this may be due to their prison systems being more dangerous in their country compared to the UK.
• Local and national policies can also be limitation to the judiciary as there can be a lot of focus on certain crimes from this. There is assumptions that sentencing becomes a lot harsher for example of London rights in 2011 in which sentencing was increased by 25% of all control becomes out of hand as there is less priorities on other serious crime
