  • In Urals and Western Siberia in 1928, harvest had been good but grain procurement was down a third on previous year
  • Stalin believed it was Kulaks who were hoarding grain
  • Urals-Siberian method of seizing grain - Bukharin did not approve
• Collectivisation:

  • Start of 1929 only 5% of farms collectivised
  • Target of 15% to lead to a 50% increase in production
• FFP targets:
