    • long term effects, attempts to solve root causes
    • causes are often social conditions e.g poor housing, poverty
    • general reform programmes addressing these issues might have a crime prevention role e.g helping people achieve employment = less time to commit crime
  • perry pre - school project
    • experimental group of 3 - 4 year olds were offered a 2 year long enrichment programme, showed massive differences from a control group of non participants
    • by 40 they had significantly less arrests, less used drugs and more had graduated and were in employment
