Ebert
ordered General

fire

Reichswehr.
"
The
rebels
controlled
Berlin
and appointed
nationalist
politician
Wolfgang
Kapp
as their
leader.
They
declared
a
new
government
and
invited
the
Kaiser
to
return
from
exile.
The
legitimate
government
fled to
Weimar
and
then
to
Stuttgart.
Unable
to
quell
the
revolt
by
force
, the
government
urged
a
general
strike.
Workers
, with
socialist
leanings
,
complied
,
halting
essential
services
and
paralyzing
the
capital.
After
four
days
,
Kapp
realized
he
could
not
govern
and
fled.
Kapp
was
caught
,
imprisoned
, and later
died
in
prison.
The
rebellion
collapsed, and the
Weimar
ministers
returned
to
power.
