  • Welsh Medical Officer of Health for Ebbw Vale: Dr J W Power
  • He suggested that courses in bacteriology should be organised for Ministries of Health, and in 1886 one was established at King’s College, London.
  • In 1898, a public health laboratory was established in Cardiff to investigate the causes of outbreaks of disease.
