  • Powers & Functions of DILG
    1. Assist the President in exercising general supervision over local governments
    2. Advise the President in promulgating policies, rules, regulations and other issuances on general supervision over local governments and on public order and safety
    3. Establish and prescribe rules, regulations and other issuances implementing laws on public order and safety, the general supervision over local governments and the promotion of local autonomy and community empowerment and monitor compliance thereof
    4. Provide assistance towards legislation regarding local governments, law enforcement and public safety
    5. Establish and prescribe plans, policies, programs and projects to promote peace and order, ensure public safety and further strengthen the administrative, technical and fiscal capabilities of local government offices and personnel

    • Maintain peace and order
    • Prevent crimes, effect the arrest of criminal offenders, bring offenders to justice and assist in their prosecution
    • Exercise the general powers to make arrest, search and seizure in accordance with the Constitution and pertinent laws
    • Detain an arrested person for a period not beyond what is prescribed by law
    • Issue licenses for the possession of firearms and explosives in accordance with law
    • Supervise and control the training and operations of security agencies

    • Be responsible for the prevention and suppression of all destructive fires
    • Be responsible for the enforcement of the Fire Code and other related laws
    • Have the power to investigate all causes of fires and, if necessary, file the proper complaints with the city or provincial prosecutor who has jurisdiction over the case
    • Upon the diction of the President, assist the AFP in meeting the national emergency
    • Establish at least one (1) fire station with adequate personnel, firefighting facilities and equipment in every provincial capital, city and municipality subject to standard rules and regulations as maybe promulgated

  • History of DILG
    1. 1950: Department abolished and functions transferred to the Office of Local Government (later renamed Local Government and Civil Affairs Office) under the Office of the President
    2. 1972: Presidential Decree No. 1 created the Department of Local Government and Community Development (DLGCD) through Letter of Implementation No. 7 on November 1, 1972
    3. 1982: DLGCD reorganized and renamed Ministry of Local Government (MLG) by virtue of Executive Order No. 777
    4. 1987: MLG further reorganized and renamed Department of Local Government (DLG) by virtue of Executive Order No. 262
    5. 1990: DLG reorganized into the Department of the Interior and Local Government (DILG) by virtue of Republic Act No. 6975
