    where parliament's authority to make delegated legislation is laid down. creates the framework of the law and then delegates power to others to make more detailed law in the area.
  • difficult for parliament to make laws in our local areas, members of parliament do not have local knowledge necessary to understand what laws are needed in each area
  • parliaments do not have time to make small changes to existing laws to update them
  • if there was a war or national crisis, would be problematic to pass laws using legislation process (whole parliament sits) laws may need to be passed quickly
