• outsider groups are usually cause/promotional groups
• outsider groups have to use direct action to gain the media and government's attention
• examples being XR, Greenpeace and Liberty
• XR is a "climate crisis" group which lobbys for Net 0 to be achieved as quickly as possible
• XR gains both public and government attention through non-violent civil disobedience e.g. in 2019 when they blockaded Central London
• XR seen as a "morally hazardous" group
• Greenpeace destroyed GM crops
• Plane Stupid trespassed Heathrow and delayed flights
• can finance press advertising or finance programmes to publicise an issue
