• New system of representative democracy, elected body make decisions, King and royal ministers still involved but powers reduced, such as suspensory veto.
• King's private income reduced by 20m livres.
• Constitution accepted by Louis in September 1791, reluctantly to avoid war.
• December 1789 Active and passive citizens distinguished, such as speaking French.
• Electoral system biased for the wealthy, open to abuse! Had to pay to be Assembly deputy.
