Reorganisation of Finances/Creation of Military-Fiscal State

• The benefit of having control of London and Norwich alone, not enough to win war
• Experiences of 1643 showed that war could be lost, prompted Pym to reorganise Parliamentary funding
• 1643 passes 5 ordinances
• February - Assessment = tax on each county
• July - Exercise = sales tax
• Aug – Impressment and recruitment = conscription
• Created the basis of military-fiscal state
• Enabled them to fund a longer war by creating an administrative impersonal method of tax collection and recruitment which reflected the country’s actual wealth
• Parliament reorganised its funding and administration to ensure a continued plentiful supply of funding
