July - Exercise = sales tax
Aug – Impressment and recruitment = conscription
Created the basis of military-fiscal state
Enabled them to fund a longer war by creating an administrative impersonal method of tax collection and recruitment which reflected the country’s actual wealth
Parliament reorganised its funding and administration to ensure a continued plentiful supply of funding
