  • Weaknesses of the constitution
    • Proportional representation encourage lots of small political parties. No political party could get the majority
    • The president had too much power. It's possible that he could turn into a dictator (by using Article 48)
    • Weak coalitions were the only way to gain power and lead Germany
    • The Constitution was weak because strong German states such as Prussia still held power through the Reichsrat.
  • Strengths of the constitution
    • All Germans had equal rights including right to vote
    • Proportional representation made sure that political parties were allocated seats in the parliament in number of votes they got
    • Not one person or group could hold too much power.
